Angelo is the head of Casualty in Asia. Based in Melbourne, he leads our liability teams in Singapore, Hong Kong, Malaysia and China.
Angelo joined Liberty in 2009 in Melbourne as the head of Casualty Risk Engineering across Asia Pacific, before relocating to Perth where he added the role of Branch Manager of Western Australia to his responsibilities. Angelo has dealt with clients across construction, manufacturing, oil & gas, chemical plants, rail transport and infrastructure.
He holds Civil Engineering qualifications from RMIT, and a Graduate Diploma in Business Management.

David joined Liberty in 2009 and works with Liberty staff in Australia and Asia, providing technical support to Casualty underwriters and claims staff.
David’s main focus is on General and Products Liability. He conducts site visits and desk reviews for clients across a range of industries including construction, manufacturing, retail, chemical, transport and infrastructure.
David has experience in both First Party and Casualty Loss Control. Before joining Liberty he worked in the Construction Materials Industry and ran his own risk management consulting firm. David has Civil Engineering Qualifications and a Diploma in Occupational Health and Safety.

David provides risk engineering support to the Energy, Property and Construction underwriting and claims teams by performing analysis and evaluation of risks.
David joined Liberty in 2023, bringing with him 20 years of experience managing insureds' accounts. He began his career in 1998 conducting energy audits of buildings, then moved into property and liability insurance surveys.
David holds a Bachelor of Electrical Engineering from the University of NSW, Sydney.

Hanghei leads the Marine Project Cargo and General Cargo portfolios across Asia. Hehas a strong risk engineering background and is involved in risk assessment across the full suite of our marine risks, including Commercial Hull, Ship Builder’s, Marine Liabilities and Exploration & Production.
Hanghei joined Liberty Singapore at the beginning of 2015 with more than a decade of experience working as a Heavy Lift and Transport engineer in the UK and Asia Pacific. His experience includes the conceptual planning and implementation of transport and heavy crane lifts for major projects globally, HAZCON risk assessment studies, method statements, detailed lifting and transport studies, heavy rigging equipment inspections and the technical review of subcontract tenders, as well as practical, on-site experience. During his time at Liberty, Hanghei has progressed to lead underwriting for the Asia Cargo portfolio.
Hanghei holds a HNC/HND in Mechanical Engineering.

Imelda is Principal Risk Engineer supporting Singapore's Energy, Property & Construction Division.
Before joining Liberty, Imelda worked for FM Global in Malaysia and Singapore providing risk engineering/loss prevention consultancy services for Asian clients across industries including pharmaceuticals, petrochemicals, chemicals, electronics and mechanical equipment manufacturing.
Imelda is a Chemical Engineer.

As Risk Engineer within Liberty’s Energy and Construction Division, Imran works with Liberty staff in Singapore, providing technical support for underwriting and claims for first party lines of businesses across Asia.
Part of this involves site surveys of commercial and industrial properties, as well as construction projects. The properties or projects can involve office buildings, hotels, as well as various kinds of manufacturing facilities within Asia.
Prior to joining Liberty, Imran spent 10 years as a risk engineer in FM Global, and 5 years in the construction industry in Singapore.

John is responsible for risk analysis across Liberty's broad Casualty portfolio. His daily engagement includes working closely with our underwriting and claims professionals to enable them to have a deeper technical understanding of our clients' business needs. By providing these risk engineering insights, our underwriters are empowered to tailor suitable value add risk solutions and coverages, no matter how diverse and complex the risk.
As a risk engineering professional with over 30 years' experience across Asia Pacific, John has the ability to analyse risk and provides viable solutions to minimise the potential of loss. His technical understanding across a wide spectrum of industrial, manufacturing and commercial occupancies enables him to recognise areas of potential risk and their resultant consequences.
His skill set and experience not only includes assessment of casualty related coverages, but also encompasses the risk know-how of complex property and associated business interruption exposures.
John holds a Bachelor of Engineering (Mechanical) and a Post Graduate Diploma in Insurance.

Joyce joined Liberty in 2010. She is responsible for liability risk engineering services in Asia and supports the Casualty Underwriting and Claims teams through technical advice and risk improvement recommendations. Her work involves surveys and reviews across products, construction projects and plant and utility operations.
Before joining Liberty, Joyce worked on environmental engineering projects in the HKSAR where she undertook site safety and project management roles. She has also worked on products and technical services in the construction industry and as an insurance loss adjuster.
Joyce has a Bachelor of Mechanical Engineering from the University of Hong Kong. She is a chartered mechanical engineer registered with the Engineering Council of UK and a member of the Institution of Mechanical Engineers in the UK.

Based in Sydney, Mehdi works across the Asia Pacific region conducting site surveys and assessing risk in oil and gas production; refining; power generation; mining and construction projects. His key priorities are in providing regional direction with technical support to Liberty's underwriters as well as providing risk control consultation to brokers and clients.
Mehdi holds an Honours degree in Chemical Engineering. He has worked in various risk management roles since 2009 and has been trained as a fire protection engineer and chemical risk surveyor in the United States and Germany respectively. He has worked internationally and provided consultation in the specific areas of fire, machinery breakdown and natural hazard perils to a variety of different sectors, with special focus on the petrochemicals industry.
Mehdi is a member of the Institution of Engineers Australia, and a Chartered Professional Engineer (Australia), including registration under Queensland legislation (RPEQ). Mehdi is also an associate member of the Institute of Chemical Engineers in the specialist field of Process Safety.

Based in Melbourne, Phillip provides guidance to Liberty's Energy, Property and Construction underwriters on technical aspects of risk selection in the Australasian region, as well as providing risk control expertise to brokers and clients. Working closely with Liberty's global team of risk engineers and claims professionals, Phillip specialises in Highly Protected Risk and high-challenge risk engineering.
Phillip started his career in the building services industry, having graduated with Honours in Mechanical Engineering and Computer Science from the University of Melbourne. He later progressed into the technical evaluation of risk, providing risk engineering services to global property insurers. Over the years, Phillip has participated in fire protection and natural hazards training programmes both in Australia and abroad, with a focused progression as a global flood and earthquake hazard specialist.
Having provided risk engineering services to the insurance industry for over a decade, Phillip brings extensive knowledge and experience to our team.

Raymond joined Liberty in 2023, bringing with him over 20 years of experience in the civil construction industry.
Having graduated with Honours in Civil Engineering and a Masters in Engineering Science from the University of New South Wales, Raymond started his career as a Geotechnical Engineer. He progressed to work for international multi-disciplinary design consultants participating in a wide range of large infrastructure projects, followed by joining a global insurer as a risk engineer providing services for construction, natural hazards and climate change lines of business.

Tim supports Liberty’s underwriters, brokers and clients to understand the key technical, delivery and Professional Indemnity risks associated with engineering and construction projects.
Tim is an experienced engineer and project and design manager who has worked across a diverse array of industries, including agriculture, mining, water, oil and gas, desalination, power generation, manufacturing and construction. He has spent more than 20 years in the engineering and construction sector alone.
Tim holds a Masters in Business Administration and a Bachelor of Engineering (Mechanical). He is a Chartered Professional Engineer (CPEng) with Engineers Australia and a Registered Professional Engineer in Queensland (RPEQ).

Yeong Sheng joined Liberty in 2003 and heads up the Risk Engineering Division responsible for all risk management activities in Asia, supporting underwriting and claims as part of the Energy, Property & Construction Division.
Yeong Sheng has done extensive risk management work in Asia, including site surveys, in-house risk assessment and risk engineering/loss prevention consultancy, across industries ranging from oil, gas and petrochemicals to manufacturing, logistics, and IT.
A graduate chemical engineer, he has 10 years experience in risk engineering for the insurance industry.
Yeong Sheng’s non-insurance experience includes 7 years in the petrochemical industry in Singapore working on process engineering, operations, Greenfield project turnover and start-up.
